In 2023, LGBTQ+ Americans experienced an unprecedented wave of anti-LGBTQ+ legislation.
In the last year alone, 589 anti-transgender bills were proposed across 49 states – restricting access to healthcare, sports activities, public restrooms, library books and more for LGBTQ+ children and adults.
In Ohio, Republican lawmakers have partnered with Christian nationalist organizations like the Center for Christian Virtue (CCV) to help push anti-LGBTQ+ bills through the Ohio legislature.
For example, Ohio House Bill (HB) 68 is sponsored by Baptist Pastor Rep. Gary Click (R, Vickery), and based on model legislation drafted by two powerful designated anti-LGBTQ+ hate groups, the Family Research Council (FRC) and the Alliance Defending Freedom (ADF). This bill would ban healthcare statewide for transgender youth and prevent transgender girls from competing in sports from kindergarten through college, rejecting the general medical consensus of every major healthcare authority in the world.
HB 68 passed in both the Ohio House and the Senate before Gov. Mike DeWine announced his decision to veto the bill. The veto triggered an early return for members of the House, who voted to override the governor’s veto 65-28 on Jan 10 via a Republican supermajority. The Ohio Senate returns on January 24 to deliberate on their vote to override.
HB 8 – dubbed the “Parents’ Bill of Rights” by its Republican sponsors – has passed in the House and is currently assigned to the Senate Education Committee. The bill would require licensed educators and school support staff – including school counselors, psychologists and social workers – to out LGBTQ+ students to their parents or guardians, regardless of suspected anti-LGBTQ+ abuse in the home. There is also a restriction on LGBTQ+ content in schools’ curriculum.
The Buckeye Flame has compiled a list detailing each state lawmaker’s voting record HB 8 and HB 68, along with any social media posts and official statements regarding the bills or directly referencing LGBTQ+ Ohioans.

‘Today, Ohio Republicans engaged in state-sponsored bullying by passing H.B. 68, an anti-LGBTQ+, anti-parental rights, anti-science assault on civil rights,’ said Smith.
‘Just last month, Ohioans told GOP leaders loud and clear that they don’t want politicians making their personal and family health care decisions. But the Republicans in the Ohio Legislature have again ignored the lessons that Ohioans were trying to teach them and they did what they want anyway.’
Banning gender-affirming care strips rights away from parents who, in coordination with health care providers, make informed decisions that support their children and let them live as their authentic selves. Gender-affirming care is safe, effective, and supported by every major medical and mental health association.”

“‘I am beyond disgusted that the Ohio House voted to override the veto of House Bill 68. Doctors, advocates, and even Governor DeWine—the leader of the Ohio Republican party—made it very clear that if House Bill 68 passes, people will die! Today, Ohio House Republicans took this information and decided to overwhelmingly support a bill that will kill Ohioans,’ said DeMora. Earlier today in House committee, batty Beth Lear even invoked the Bible to call for the death of trans people. Republicans are not overlooking the dire consequences of this bill; they are endorsing them!’
A National Institutes of Health study shows that 82% of transgender individuals have considered suicide and 40% have attempted suicide, with suicidality being highest among transgender youth. State Rep. Mary Lightbody (D-Westerville) today denounced the passage of House Bill (HB) 68 that was passed on December 13 by the Ohio House of Representatives. HB 68 is anti-trans legislation that would ban gender affirming care and ban trans kids from participating in sports.
“It is important to protect the safety, health, and wellbeing of children. House Bill 68 is in direct opposition to that objective. I urge Governor DeWine to veto the bill.
I trust parents and doctors to be thoughtful in determining appropriate evidence-based medical care for youth and do think the government should not overreach into their personal lives in this manner. This legislation denies safe treatment options for Ohio families, removes parental rights and access to safe, effective health care. A similar bill in Arkansas was blocked by federal courts for the irreparable harm it would have caused.
Participation in school sports can be an important part of growing up. Sports offer children the opportunity to develop leadership skills, self-confidence, and are a source of exercise. Most students who participate in school sports teams are not elite athletes, rather they are children who want to play on a team with their friends. I prefer that the Ohio General Assembly would not have added any barriers to any child that wishes to participate. I trust that the Ohio High School Athletic Association and the NCAA already have sufficient policies to address the issue of transgender youth participating in sports,” said Rep. Lightbody.
- Before voting to override Gov. DeWine’s veto on Jan. 10, Rep. Lightbody officially resigned from public office. Newly appointed Rep. Beryl Piccolantonio (D, District 4) was sworn in to represent District 4 and voted against the House override of the HB 68 veto.

“House Minority Leader Allison Russo (D-Upper Arlington) today denounces the passage of House Bill (HB) 68, anti-trans legislation, that would ban gender affirming care and ban trans kids from participating in sports.
‘The lives of children were used as political pawns by extremists more worried about their own political future rather than the future of innocent kids. All we did today was endanger the lives of trans children, normalize even more the hate the LGTBQ+ community continues to face, and turn our backs on evidence-based science. I’m simply disgusted by it all,” said Leader Russo.
‘It is a fundamental freedom that medical decisions are between youths, their families, and medical providers – not extremist politicians. I will be asking Governor DeWine to veto this bill and that he prioritize the dignity and safety of all Ohioans.'”
- In a second official statement released Dec. 29, Rep. Russo thanked Gov. DeWine for vetoing the bill:
“House Minority Leader Allison Russo (D-Upper Arlington) today called Governor Mike DeWine’s decision to veto the discriminatory House Bill (HB) 68 a much needed sign of support for Ohio’s LGBTQ+ children and the community overall, as well as parental rights.
‘I appreciate that Governor DeWine took his time to listen to the individuals most impacted by this discriminatory legislation and to understand the fact-based science on this issue. It sends a much needed message of support to Ohio’s LGBTQ+ youth that they and their families are seen and heard and deserve the fundamental freedom like everyone else to feel safe in their own communities and to maintain their rights as parents to make medical decisions that are best for their children,’ said Leader Russo.“

‘This bill will endanger the lives of transgender youth all over Ohio,’ said Rep. Skindell ‘How can we say that our duty as state legislators is to uphold freedom and equal rights, when we have endless state-sponsored bullying and targeted attacks on LGBTQIA+ youth in our state. ‘The passage and even the conversations and rhetoric around HB 68 and similar bills are not happening in a vacuum. Pushing these bills is firing up dangerous hate in our state,’ said Rep. Robinson. ‘Not far from outside my district in Chesterland, OH, there is a United Church of Christ church that is openly supportive of the LGBTQ+ community. The church was planning to host two drag events in April. In response, a man who is a member of the neo-Nazi group White Lives Matter Ohio attempted to firebomb the church with a Molotov cocktail. The fire bomber claimed to do this in order ‘to protect the children.’ Both words and actions have consequences.‘
‘[…] I recommend everyone take the time to listen to the HB 6 and HB 68 opposition hearings on these bills. In the constituent messages and hearings on these bills, I heard the personal experiences of LGBTQ+ students who have faced struggles even without laws that would make their lives even harder and potentially more dangerous,’ added Rep. Robinson. ‘I strongly recommend that Gov. DeWine listen to these testimonies, do the right thing, and veto the Bully Trans Kids Act, before any LGBTQ+ youth are hurt by this extremist legislation.'”
